Professor Alice Hills
University of Leeds 

Alice Hills is professor of conflict and security at the University of Leeds, where her specialist area is security governance in fragile states. Her research focuses on why public police evolve as they do, and what explains the interactions among the public police, governments, militaries and societies in sub-Saharan Africa. Her books include Policing Africa: Internal Security and the Limits of Liberalization, Lynne Rienner, 2000; Future War in Cities: Rethinking a Liberal Dilemma, Frank Cass, 2002; and the forthcoming Policing Post-Conflict Cities.

The reform of brutal, corrupt or ineffective police is a matter of analytical and policy-relevant concern, yet the plausibility of transferring democratic norms and procedures to police in sub-Saharan Africa is rarely questioned. While at CRASSH, Professor Hills will assess the transferability of norms and procedures from police in the developed world to those in Africa, and also between different African police.
